Chapter VI
A Home for Every Family
Construction for the Charedi community lags far behind its natural growth; overcrowding deepens, and debts pile up. We refuse to accept detached “Charedi housing projects” on the periphery, without employment oppurtunities or a future.
The housing crisis within the Charedi community is rapidly worsening. The pace of construction does not come close to meeting the needs of a rapidly growing population. As a result, families suffer from serious overcrowding, while parents are forced to carry unbearable financial burdens to help their children buy homes.
Hatzibur HaCharedi is committed to advancing serious, high-quality housing solutions based on meticulous planning. It will oppose failed plans to establish isolated “Charedi housing projects” in remote areas without suitable employment, communal infrastructure, or a proper quality of life.
What We Will Change
1. A Dedicated National Housing Program: Creating a national plan for Charedi housing that will increase the number of construction starts fivefold, in accordance with the size and growth rate of the community. Planning processes will include public consultation suited to the cultural character of Charedi communities.
2. Complete Charedi Neighborhoods and Cities: Advancing new Charedi neighborhoods and cities only when they include a complete living environment, including employment and commercial areas, educational institutions, health services, culture, sports, green spaces, and suitable public transportation. The understanding that an apartment without a functioning urban environment is not a genuine housing solution must be a given.
3. Integrating Charedi Neighborhoods Throughout the Country: Rejecting attempts to push the Charedi community into remote and disconnected areas on the edges of the country. The movement will work to establish Charedi neighborhoods in cities throughout Israel, in a spirit of partnership and good neighborly relations, and to secure proper representation in planning bodies, so that housing is accompanied by quality employment and infrastructure at the center of national life.
4. Strengthening Charedi Municipalities: Strengthening local authorities in Charedi cities by expanding their income from employment and commercial zones, obtaining fair government funding, and investing in the professionalism of municipal employees . A strong municipal economy is essential for the well-being of families and the future of their children
5. Quality of Life: Improving cleanliness, maintenance, and overall quality of life in Charedi cities and neighborhoods, with close public oversight of municipal performance.
